Volunteer program and minimum maintenance standards
A volunteer program was authorized by council resolution, but without funded parks staff to coordinate it, volunteers can't be organized or insured. A resident volunteer coordinator pressed for figuring out the bare-minimum maintenance standard that would satisfy the insurer.
Board and Commission Vacancies and Quorum Problems
Two library board seats open up — Diana Lindskog is term-limited after two terms and Nathan Christensen's term expires. The board wants applications by the end of June and floated candidates including graduating seniors, coding club parents, and a Friends volunteer.
Library Services and Statistics
The library circulated over 63,000 items last year and saved patrons nearly $696,000, but losing its fifth open day cut weekly visits from about 1,000 to 800. Summer reading participation dipped to 887 and the school district after-school partnership may start in November.
Park closure update
The board was scheduled to get an update on a park closure, but the agenda doesn't say which park is affected or when it might reopen. Closures can affect everything from kids' play areas to community events.
Automatic door replacement
The library's automatic door opener is beyond repair — the circuit board is fried and no replacement parts exist for the ~20-year-old unit. Full replacement is estimated at about $5,000 and is being coordinated with city facilities staff.
Revival of the Advocacy and Promotion Committee
The museum-library advocacy committee that grew out of the failed levy is restarting now that the budget is nearly adopted, aiming to remind the community what these services provide.
Library hours and possible reopening of Fridays or Saturdays
Even with the fee, the library stays closed Fridays and Saturdays for now. Reopening one of those days — or extending evening hours instead — depends on hiring the new staff member, and no decision has been made.
Parks SDC fee update
New-home park fees would rise modestly under the recommended option, keeping the city competitive with Salem and Albany. A tiered fee based on home size could come later.
Independence local history and museum operations
The museum is having a strong stretch — donations, new exhibits, interns, and a teachers' walking tour — and is also presenting both a bare-bones and full-capacity budget for the coming year.
Mt. Fir Park ADA access
The city won a technical assistance grant to figure out the best spot for kayak and paddleboard access at Riverview Park, where the steep bank has long blocked the idea. Success could unlock $100,000 for design and engineering.
Library Board Trustee Training Plan
The board has been working on a plan for training its members, drawing on trainings suggested by the State Library of Oregon. A proposal was expected at this meeting after the director and a board member reviewed the options in January.
Museum building roof leaks
Roof leaks threatened the military exhibit last month; artifacts were moved out and a roofer is scheduled at the end of January.
Museum's 50th anniversary and fundraising
The museum opened July 4, 1976, and 2026 is its 50th year. Events include a Feb 1 open house with an "Adopt an Artifact" fundraiser, a summer celebration, and a parade float.
