7 issues in development
Urban design principles and downtown character
The commission toured the Edwards Addition to see how cottage clusters, ADUs, townhomes, and single-family homes can coexist with walkable streets, pocket parks, and alley-loaded garages. What commissioners learned here could inform how future Independence neighborhoods are designed.
Building Services Transition to State Contract
After the city's building official retired, the state now handles building permits and inspections because the county lacks capacity. The city's permit technician is the main contact, feedback has been positive, and the arrangement will be reviewed after a year.
Habitat for Humanity Seventh Street infrastructure grant
The city will apply for a state infrastructure grant to help fund the cul-de-sac, water and sewer for Habitat's planned 10-unit affordable townhome development, doubling up on its existing federal grant application.
Stonehenge project and quasi-judicial duties
The upcoming Stonehenge land use application will be the commission's first real test under the new rules — developers will likely arrive with pre-approved adjustments the commission can't overturn. Commissioners were reminded to act like impartial judges: decide only on facts and the record, and avoid discussing or commenting on pending projects, including on social media.
Moderate Income Revolving Loan Fund
The city considered joining a state program to fund affordable housing but concluded the risks and paperwork outweigh the benefits, and will wait for someone else to try it first.
Annexation of 46.7 acres on South 13th Street
A proposed annexation and rezone would bring up to 505 homes — apartments, cottages and single-family houses — to land east of 13th Street, with public trails along Ash Creek. Owners say they're staying on as partners and the land hasn't been farmed in decades.
South 13th Street annexation and rezone
The council was scheduled to take a second reading on annexing and rezoning 46.7 acres along South 13th Street, which would bring that land into city limits and set its future land use.
