Sunset of the leaf pickup program
A former city manager warned that ending the leaf pickup program would save little money, hurts street drainage during wet season, and will anger residents — and argued it should be funded by utility fees since it protects stormwater systems.
Center Street Bridge project moving forward
ODOT's retrofit of the Center Street Bridge starts late 2026 and runs through 2030, with two full nighttime weekend bridge closures and six months of two-lane closures expected around 2029–2030. Councilors pressed ODOT on how detoured traffic will hit the Independence Bridge and downtown businesses, and ODOT promised coordination. Until Phase 2 (roughly 2033–2036), the west approach stays vulnerable in a major quake.
Madrona Street East Renaming to I Street
Duplicate street names across the Independence/Monmouth line could send police, fire and Google Maps to the wrong address. Renaming solves it before anyone moves in.
Bridge construction coordination and Iron Man event
With West Shore Bridge work, the Center Street Bridge seismic upgrade, and an Iron Man event all potentially overlapping, commissioners warned that construction managers need to coordinate traffic impacts — mostly a 2027 problem, but worth planning now.
School-zone signage on Highway 51 corridor
A complaint about school-zone signs near the bridge landed with the city, but that stretch from Ash Creek to the north side of the bridge is ODOT's responsibility. The city is replacing and relocating a sign on 16th Street South itself.
Rogers Road left-turn lane question
A commissioner asked about adding a left-turn lane at Rogers Road, where drivers waiting to turn risk getting rear-ended. It's likely outside city jurisdiction and there's little room, so it may go nowhere, but the concern was flagged.
Gas Tax Revenue Cuts and Street Maintenance Cuts
The state transportation bill that didn't pass means about $160,000 less gas tax revenue next year ($815,700 down to $652,600). That zeroes out ADA ramp replacements, slashes street repair money from $50,000 to $9,000, halves striping with Marion County, and wipes out the $135,000 vehicle/equipment replacement reserve.
Temporary Crosswalks and ODOT Delays
Temporary crosswalks installed last year haven't progressed — it's up to ODOT — though a permanent crosswalk on 5th Street is in the works.
Who Decides on Traffic Signs and Streets
Council debated striking old code language that lets the council directly order stop signs or one-way streets. The Public Works Director argued decisions should follow engineering standards, with the council keeping final say on big changes like parking meters. Fisher will redraft the delegation language.
Sidewalk Display Rules for Downtown Businesses
Proposed code changes would let businesses put displays, signs and sidewalk seating out front — but they'd be liable for anything that happens and must keep a 5-foot clear path plus 3 feet at car doors. Council debated whether this helps or hurts businesses like The Collection, and wants clearer definitions.
City takes over Hoffman Road
The city formally accepted Hoffman Road from Polk County after drainage fixes held up over the winter, wrapping up a road-transfer package from an earlier annexation.
Crash Debris Cleanup by Tow Companies
After a crash, tow companies are supposed to clean up the debris — but they're not doing it, and broken plastic and wreckage has been sitting along the road for weeks. Sgt. Williamson will remind the contracted tow companies of their obligations.
